




The following information is provided to assist Project Directors with meeting the contractual obligations of grants awarded by the Northeast Center for Risk Management Education. Sections are provided for both Project Reporting and Award Management (including Funding Acknowledgement Requirements, Invoicing, Budget Revisions, Extension Requests, and Change of Project Director). In order to strengthen the quality of both Progress Reports and Final Reports, project managers are strongly encouraged to utilize the “Instructions” available for each section of the report.
While your grant has been awarded by the Northeast Center, the funding is ultimately from USDA’s National Institute of Food and Agriculture (NIFA), formerly CSREES. The regulations governing the use of these federal funds require that the following acknowledgement of support must be utilized in any presentations, media releases and all project materials developed for work funded by this grant:

All invoices must correlate with your plan of work and follow the budget and budget narrative that was set forth in your application.
Invoices should be submitted monthly, or at the very least quarterly, to the address indicated in the subcontract document. ***Waiting until the end of a project to submit a single invoice could result in payment being delayed or withheld if there is lack of sufficient documentation to support the budget allocations that correlated with your plan of work. When quarterly Progress Reports are due, you may be asked for a summary of expenditures to date if you have not submitted an invoice during the quarter.

Per the Award Letter sent to recipients of grants for County Level projects, invoices should be sent directly to the Northeast Center Office upon completion of programming. The invoices should:

The period of performance for grants awarded through the Extension Risk Management Education Competitive Grants Program is 12 months. If extenuating circumstances arise, one 6-month no-cost extension may be requested. In order to request an extension, the Project Director should send an e-mail to the Director of the Northeast Center (Dr. H. Don Tilmon, htilmon@udel.edu) detailing why the extension is necessary. The request will be reviewed and the Project Director will be notified whether or not the extension is approved.
Please note that any requests for no-cost extensions should be received at least thirty (30) days prior to the end date of the project.
The Project Director is responsible for the entire project. This includes project management, subcontracting, funds oversight, meeting project time schedules, reporting progress and submitting the final report. A change in project director designation requires approval from the Director of the Northeast Center. The existing project director must send a letter to the Center Director requesting the change. Additionally, the newly designated Project Director must provide a letter which states his/her qualifications for assuming the responsibilities associated with the project.
The signed and dated letters must be written on the letterhead of the Project Director’s organization and addressed to: Dr. H. Don Tilmon, Director, Northeast Center for Risk Management Education, 112 Townsend Hall, University of Delaware, Newark, DE, 19716-2130.
Failure to notify the Center of a change in Project Director designation could result in payment being withheld and/or de-obligation of any unexpended funds remaining under the grant.
